Missouri City Council Makes It Illegal To Leave A Dog Permanently Chained

According to Springfield's new city ordinance, dogs cannot be chained for longer than 30 minutes at a time.

A Missouri city council has unanimously voted to ban the full-time tethering or chaining of dogs within the city limits.

On Monday, the Springfield City Council outlawed the tethering of a dog for longer than 30 minutes at a time on the recommendation of the city’s Animal Issues Task Force, which said leaving dogs chained for extended periods could make the animals aggressive or negatively impact their health, KSMU Public Radio reports.

“Tethering shall be allowed on rare occasions when it is necessary for the dog owner or custodian to complete a temporary task that requires the dog to be physically restrained but shall not be for more than a reasonable time,” the new city ordinance reads.

It also specifies that dogs could be tethered for up to half an hour, but only so the animal has time to go to the bathroom.

The ordinance further specifies that, when a dog is restrained, he must be wearing a non-choke collar or a body harness, and that the restraint must be at least three times the dog’s body length. The dog must also be provided with shelter and water while he is restrained.

Any owners who are found in violation of this law would face a fine.
